The Royal Haslar site is a famous landmark both locally and nationally. The following information gives more details on the current delivery team at Haslar and our current plans for the site. We welcome your views and feedback.
The vision for the site is to create a unique regeneration project, underpinned by a core understanding of the military heritage of the site and the “medical and health/care led uses” as defined in Gosport Borough Council’s Core Strategy. The model is to include a number of types of accommodation, with many provided with veterans in mind, in a harmonious village community. Employment space and opportunities also features heavily, with care, medical, hospitality, retail and business space included.

OurEnterprise CIC sponsored the bid and masterplan to create a unique social vision for Haslar which prioritises care, health and veterans‘ accommodation.
Patrick J Doherty (PJD), the key investor, has over 40 years’ experience in the property industry, acquiring and developing property across all use sectors including retail, office, industrial, leisure, healthcare and residential accommodation. He has developed properties in many different countries including the UK; Ireland; USA; Jersey, Channel Islands; Bahamas and Antigua, to name a few. Through his various companies PJD employs over 1,000 people globally.
Previous schemes developed include six retail centres throughout Ireland extending to over 95,000 Sq.M. and hotels worldwide including the famous Carlisle Bay in Antigua, Chelsea Harbour Hotel in London and the Lough Eske Castle Hotel and Redcastle Hotel, both in Donegal, Ireland. Park West Business Park in Dublin is another major project, developed between 1996 and 2006, and is home to over 300,000 Sq.M. of office, industrial, retail and residential space.
Titanic Quarter in Belfast has undergone extensive redevelopment in recent years under the guidance of PJD. This 300 acre waterfront site is being transformed from its historic shipyard use to a new 2.5 million Sq.M. residential, educational and employment centre for the city of Belfast.
Heber – Percy & Parker Architects
Heber-Percy and Parker is an architectural practice established in 1976. Since then it has produced a variety of work at differing scales from conversions and restorations of historic buildings to new buildings and groups of buildings to large site development plans. Recent work includes reconstruction of a castle in Donegal in the Republic of Ireland with extensive new buildings to form a 5 star hotel, recently voted the “Best Country Hotel in the World”. And proposals for a 60 acre site with listed former flaxmill buildings in Northern Ireland has received full planning consent for the first phase. The practice is also involved, with a small select group of architects, in the development of Titanic Quarter, the central part of which recently opened to commemorate the hundredth anniversary of the “Titanic’s” journey.
Built projects have been published in the Architect’s Journal, the Architectural Review, Building Design and “The Living Heritage of Westminster”. Awards include Housing Design Award, Arnold Sayers Award and Civic Trust Award.
I have worked as a town planner and building conservation specialist for more than 35 years in the public and private sectors. I am a member of the Royal Town Planning Institute and Institute of Historic Building Conservation. Until recently I was Head of Conservation and Design at Portsmouth City Council.
Keevill Heritage Ltd
Keevill Heritage Ltd is an independent consultancy providing expert advice and services on historic buildings, landscapes and archaeology to the public and private sectors. We are based in Oxfordshire but operate nationwide, and our principal, Graham Keevill, is the appointed Archaeological Consultant to Rochester, Blackburn and Salisbury Cathedrals, Christ Church Oxford, and Tewkesbury Abbey. We also provide framework services to Historic Royal Palaces, principally at the Tower of London.
Graham Keevill advised the Defence Estates while Royal Haslar was still Ministry of Defence property, and has been OEHL’s heritage consultant since they took over the hospital. He wrote most of the Conservation Management Plan for the site, making detailed studies of its buildings and landscaped grounds as part of the process. In doing so he has established a much better understanding of the whole site’s historic development than had previously been possible.
